lucian , as old as he is, he’s still very young. he’s literally only been ruling for about 50 sweeps of his life and was put into this position at a very young age  in comparison to every other ruler out there who has either been ruling for a very long time or, was in power at a much older age

he’s only 60 sweeps and is basically still a kid / early rebellious teenager stage still

when he simmers down and gets older and more mature, he’ll seem like he’s actually the emperor.
